MasterCard WAS NOT granted monopoly for the payment applet. I take it you are making an assumption and you can be forgiven for that. The truth is MasterCard, Visa and even Verve were given opportunities to be the pilot partner for the payment applet on the chip. I must add that each of the 13 applets on the chip are totally isolated from each other.
Visa was the first to approach NIMC but were footdragging and Nigerians were saying "NIMC is not ready. NIMC is stealing and wasting Government funds" and all the rest of it. Verve also did not take the plan seriously.
Eventually MasterCard signed up and elected to partner with Access Bank for the payment applet.
Neither MasterCard nor Access Bank have any form of access to the National Identity Database. PERIOD.
To get back to your point about the "monopoly" of MasterCard, the fact is that the agreement is only for the FIRST 13 MILLION cards. End of Discussion. If Verve gets serious, then they will have the next 13 million cards. For anyone who knows about smartcards, this means that the Card Profile has to change to accommodate the replaced applet. Finally, MasterCard is not a payment processor. Interswitch, Etransact and Unified Payments (formerly Valucard) are payment processors in Nigeria.
