Street Fighter IV does have unblockable setups. They are done in the corner. Most of them are impractical but Akuma's is used quite often.

The game should not have unblockables at all. Check the videos where the person blocks one way and then blocks the other and both times they get hit. An "ambigious cross up" is another matter. You see Justin Wong (sponsored by Evil Geniuses) making that work to its full potential. I have no problem with that. Mix-ups are fine if you can block them. An unblockable is just lazy programming and when it comes to mix-ups, this game is built on mix-ups. So unless you are have tremendous damage ability like Zangief, lacking mix-ups pretty much screws your character or limits them to mid-tier at max.

You are talking about Xian, a player out of Singapore sponsored by MadCatz. He did a great job winning Evo. The thing is Infiltration usually beats him and he admitted if he had to play Infiltration in his pools, he would have lost because Infiltration knows his "bad habits." SF3 is very lopsided. Chun-Li, Ken, Yun for days. The player Kuroda (?) can beat people with Q and Elena because he is a god in that game. But SF3 is very unbalanced.

SF4 is completely 2D. Its not traditionally animated. And I doubt they'll go back to hand-drawing sprites either.

KOF 13 I can't speak on, never got into it...but Mortal Kombat being better than SF4 is just preposterous.
