Public enthusiasm might matter for people in the Tampa area if it weren't for Covid 19, but again I didn't mention the public.

It matters to the aforementioned but i cannot see how costs of delays wouldnt be factored in already by those parties. When something is planned years in advance, its fair to expect delays and a few days is nothing.
