At first glance, the student loan debt crisis appears a problem hatched in state houses and government. In the 1970s, states paid 65 percent of the costs of college. By 2013, states covered a mere 30 percent of college costs.
No federal program suffered deeper cuts than student aid. Spending on higher education was slashed by some 25 percent between 1980 and 1985. In raw dollar figures, cuts totaled $594 million in student assistance and $338 million in Pell grants. Students eligible for grant assistance freshmen year had to take out student loans to cover their second year. For middle-class families, eligibility was changed as well. Low-cost, low-interest, subsidized federal loans were limited to families with household incomes of less than $32,000, regardless of family size.
Effectively, these changes shifted the federal government’s focus from providing students higher education grants to providing loans.
Today’s average college graduate holds $26,600 in debt when he or she graduates, and the numbers for borrowers of color are more severe. A 2010 study by the College Board Advocacy & Policy Center found that 27 percent of black bachelor’s degree recipients had student-loan debt of $30,500 or more, compared to just 16 percent of their white counterparts. Additionally, 69 percent of black students who did not finish their college degree cite the high cost of tuition, compared to 43 percent of their white peers.
These borrowers will be affected for years to come as they attempt to buy homes, open businesses, and begin families. The burden of student debt is one that is carried long after graduation, forcing borrowers to delay homeownership and retirement savings in order to pay off their loans. Since fewer workers now have access to traditional pensions, maintaining long-term savings is crucial to a secure retirement for many Americans.

You can do this in a homogenous society. Otherwise the problem with this in the US, is that "people" don't want their taxes being allocated to helping "others" out.
