Temp agencies are only good if you move to a new town and don't have a job.
Temp/recuiters are definitely known for fulfilling these types of requests due to competition with other Temps.
I remember one asked me for a picture of myself before she sent my resume to the employer. I was like

That's why you have to get higher education or a trade in demand. These are no skill jobs for the most part that anybody can do. Way too much competition in that alone. To get somebody to do it cheaper is a plus for companies
