Funny thing is they ended up making Gargano the guy who attacked Aleister Black (for a legit injury cover up), for his heel turn, so in hindsight this may have been planned by both of them.

Actually now that I remember, I think they had Gargano say he wanted Ciampa to be champ so he could take the belt off him but Ciampa had neck surgery and he beat Adam Cole for the vacant title instead. This of course was over the span of a year.
