I have no clue. Having lived in both NY and ATL for most my life, I wouldn't leave my car running in either place. Honestly, wouldn't do it in any city. Only if I'm really, really out in the country with no one around. And even then, I'd think twice.

I mean, I’ve seen it done. My current block is very residential and I think my next door neighbor is connected ( sweet old Italian woman that owns a few houses here and basically patrols the block) , the soccer moms do that shyt all the time. So it happens in some pockets of the city.

Now, if you do this a few blocks in either direction, your shyt just might get took.
