there are already examples of what happens in areas with rent freezes.
Quality goes down, people dont move causing less affordable options for people (long wait list), prices in outside areas go up...
in short nothing really changes...things get worse in certain ways.

the way to decrease rent prices is to build more units.
The issue is liberal cities have tons of regulations that prohibit builders from building (NIMBY).
