Help me understand where children who do not have an address or a US birth certificate are enrolling and going to school.
Everywhere...All children in the country are guaranteed a right to an elementary and secondary education, regardless of immigration status.
The Supreme Court already ruled on this in 1982.

That is actually not true...I have 2 children who without an occupancy permit where their names are listed and a birth certificate they could not enroll in their school district. And I know of multiple school districts in the Midwest who have the same requirements. So this is not an all over the country thing - though I don't doubt it is happening. I just don't see how it could be widespread.
I have never even heard of such a rule, how would a school be able to determine the grade level to place a child who's birth age they can't even verify?
