question- how would this affect other universities though? im talking small colleges and hbcu's. also wont community colleges now become over crowded

Hell, we have a lot of higher education institutions as it is. There should be little to no problem with the CC's or JC's accommodating the load in each state. And even if it was a problem, it would be a local municipality/state government problem. This should have zero effect on HBCU's or PWI's.

ETA... It will allow the larger institutions that still offer remedial courses to do away with them completely. The CC's, JC's and VS's can handle that.

As already stated, this sounds to good to be true and is nothing but political pipe dream. I, personally, want this to happen badly. Everyone would benefit, but Black America, Black men in particular, need a life line. Having access to higher education only after becoming a (prison) statistic isn't cutting it. Women have WIC, TANF, S8.... a whole slew of state and federal programs that help them and their child(ren) to avoid abject poverty after making a life mistake.... or even several.

This would be a game changer for BM.
