There's plenty of blame to go around. During the rules reforms, the progressives pushed for more oversight over how contracts like the one for that app are handed out. The DNC didn't pass anything for more budgetary oversight in these instances though. So the DNC can be drawn into the conversation considering they had a chance to put in more oversight and this contract wound up with a group that had worked for one candidate last election and got money from a current candidate. No matter how you want to spin it, it looks sketchy.
