You'll need to do one (or all) of the following:
- Install the drivers for your device
- Get a different cord (some OEM cords are trash after a while like others have noted)
- Enable USB mass storage or mount as MTP on your device when it's plugged in the computer (depends on the version of Android you're running)
Galaxy s4 doesn't have that prompt, at least not on my phone for enabling mass storage when you plug it in

before I factory reset, I would try it with a different cpu. Maybe a friend's if u don't feel like going to the store. Or maybe u have a laptop or something. And try different cables. Sprint store should have checked everything before giving it back. Get on their azz if u cant fix it.Especially if u have insurance
note 3 and s4 are basiacally the same. Mine allowed me to tap usb In the notifications to turn on that usb sh1t.

updated my S3 to 4.3 so far so good no problem, honestly besides some fonts and color changes cant tell much difference
