I doubt Bill's legacy takes that much of a hit considering the nostalgia around the 90s, how the economy was doing back then, and the fact that right after Bill left office, 9/11 happen and pretty much changed the whole world forever. Bill's presidency is tied to a time and era a lot of people want to go back to.
