What we do know is that.

Iraq was neutralized of all enemy combatants during the time Obama came into office.American forces had control over the entire country. Isis didn't exist until 2014 which is 7 years into the Obama's administration. Therefore, you can't blame this on Bush because isis wasn't around until 7 years after he left office.
