It is a new universe. That's why it's called the DCU and is no longer the "DCEU".
Gunn is just simply reusing some fan favorite characters and plot points from a couple of his pre-DCU projects.
Jared Leto's Joker was dead from before the Suicide Squad movie even premiered lol. Also, Joaquin's Joker was never a part of the wider DC world.Joker ded needs a recast
Joker's DCU actor will be definitely different (and I hope that they make his personality more like Bronze Age Joker from the comics).
Margot's Harley is most likely coming back. She's too popular not to bring back.

The post I quoted was from a previous page. I think it's clear that Gunn is just going to pretty much use whatever he wrote/directed and scrap the rest. If some other things happen to "make sense" for the story then he'll include it, most everything else will be wiped away.
