Maybe it's the amount needed to increase the infection passed it's first stage. Getting the zombie fluids in the bloodstream from a bite or the zombie's fluid getting on a open wound will always be the fastest way for the infection to kill you. Since a zombie's blood might be more viscous maybe their needs to be a significant amount in the eyes and mouth to do the damage a bite would.
