look at the buffs at the bottom. he has smart cover/Pulse/ another smart cover plus the DMG super buff

Police academy glitch will get you 13k every 5 mins

I need just get my DZ rank to lvl 30.

fukk DZ lvl 30...If you want HE blueprints, you're gonna need to be lvl 50.
