Iran is likely responsible....
The administration pulled out of the treaty in which Iran was in compliance with in exchange for economic sanctions relief. The administration increased those same sanctions effectively stunting all of their oil business in their own region. They are going to lash out because the US is isolated from its allies and has little credibility in the region. This means the US' hands are tied because they are not going to war with no allied support and they distorted their own messaging on this by bringing out the "Iran is guilty of...." laundry list.
The question is, who is Trump going to listen to ultimately, Pompeo and Bolton or his Joint Chiefs who are surely telling him how big of an L this could lead to.
