Never heard of receiving a full tank back unless you had a full tank when you loaned the car out.
IMO, your "friend" is only obligated to return the car in the same condition it was received. So, if he borrowed it @ 1/4th tank, then he should return it @ 1/4th tank.
Now, if one of your conditions of loaning the car out is to return it @ full tank and your "friend" agreed, but didn't, then I could see you feeling a lil ways about it.
But, the fact that you approached the situation passive aggressively says more about you than your "friend".
In the future, either don't loan your car out any more or tell whoever that you want your car returned @ full tank.
