Yeah. I honestly didn't get the big deal about that either. The owners who complain about stuff like this are the ones who don't want to spend. An owner wanted to pay an employee/contractor more, but arbitrary rules prevented it.
Yes people will be upset. The whole point of the cap was to stop the richer owners from doing whatever.
Nah. The salary floor is to prevent owners from doing whatever they want because they'd pay players in piles of dirt if they could. The salary cap protects the stingy ones. That's where this whole shytty apron structure came from. The shytty owners want to be able to collect revenue while not being embarrassed by owners who actually are trying.
It's sports. There's no guarantee that the owner who spends the most money will win so to me an owner trying to pay a player more doesn't mean it's a competitive advantage. It's just a riskier investment because it doesn't guarantee a return.
