Pac never said Biggie or Puff directly had him shot. He always said it was people close to them & people that were basically extorting them. Pac said he was going at their money maker, especially after Biggie and Bad Boy used the shooting to boost their persona.

Bad Boy & the East Coast blatantly lied on their involvement in the beef to make Death Row seem to be the bullies. Hip-hop media is based in NY so they painted that false "we never responded or got involved" narrative.

Problem is, over the years, much of what Pac said has been proven to be correct by people who were there. Bad Boy and others slip up and admit things in interviews all the time now and it matches what Pac said.

It's blood on everybody's hands, not just from Pac's side.
