I wouldn't say Pac is "lyrical" in the sense of when I think of lyrics. Pac is more "emotional" and says simple things that have a big effect. A lot of it has to do with presence and word choice I think. Nas paints pictures, and street lessons with a much more intricate pallet. Sometimes he doesn't come across as emotional enough because it seems like he sounds a bit lazy on some tracks that could have been transformed into full blown classics if he just upped the energy level just a bit.
Then again I'm probably biased against Pac because I grew up in NY in the 90s.

2pac is my favorite rapper (with Nas a close second), but their styles are completely different. Pac wasn't the type to wow you with his actual rhyme schemes or some clever metaphors, but his vocabulary was just as good as anyone, and his subject matter and relatability made him who he was.
