their "police can do no wrong" apologists in the media and society as a whole have basically coddled and conditioned a generation of police officers that their top priority is "to get home safe to their family". so it's ok to shoot unarmed black men because he might be armed and take away your ability to "go home safely to your family". so we shouldn't be surprised that this dude was outside like "man if i go in there that dude might take my life and i won't get to go home to my family."
they've forgotten that they make that kind of money (very high for such limited mental ability) because their ONLY value to society is a willingness to put their life on the line for people they don't know. if you're not willing to risk it all and potentially not get home safe to your family then taxpayers don't need to be paying you.
