Mostly the major cities, unfortunately. The more upwardly mobile, the more food they can afford to eat, the more weight they can put on (and hope that it goes to the right places).

Provinces are more poorer by nature, so it'll be rare to find a heavier one out there.

I'd recommend Cebu or Manila. I mingled with a few stacked Filipinas in those cities.
