Provinces are more poorer by nature, so it'll be rare to find a heavier one out there.
I'd recommend Cebu or Manila. I mingled with a few stacked Filipinas in those cities.

Angeles is the red light district outside the old Clark air force base which closed when the volcano erupted and pretty much destroyed the base.
