Uber operates in many cities/countries/jurisdictions without proper licensing. Colombia is just one of them. They are basically allowed to operate by making 'donations'' to local politicians and police chiefs. Very lucrative if you are one of those guys. Uber has a well documented history of stretching the limits of the law. In places like those, theres no database for registered drivers like they do for taxis. Only Uber has the intel on the drivers info. So, who knows how outdated that information is.

Yep. I did uber down there and the guy asked me to sit in the front so they wont know that its uber. Then there was a checkpoint where everyone got stopped at Getsemani. We had to get our story straight before they came up to the car. We said we are cousins visiting and he's taking us back to the hotel. I was with my actual cousin but he and I look like we could be Colombian so it worked.
