The concept of marriage never originally involved the state or the govt.
It's just another way they assert control, monitoring and penalties on citizens through something that is wholly religious/cultural.

A lack of marriage licenses in the black community isn't the issue

It's people having children with people they shouldn't be having children with. A lack of sexual discipline, lack of knowledge to pick an appropriate partner and making oneself a partner that is prepared and ready for a long-term, committed, loyal relationship.

Marriage just makes people in unhappy relationships tough it out longer.
