You don't have to sign. They could simply offer a shytload more. His theory didn't say anything about restricting the player movement. Just incentivizing them to stay. Ultimately it'd still be the choice of the player.

What happens when a team designates a franchise player and then uses the remaining cap space to sign other star(s)?

Then they might end up capped out or stacked, but it still takes great management to put a great team together.
