A roadside PBT test is not standard nor mandatory before arrest and many officers don't even carry them. It's not even a thing in the greater Seattle area. What they have to do is offer the Drager test (when you blow ) at the station if they believe you're intoxicated. Refusal will see your license suspended for a year and they'll apply for a blood warrant instead. It's not worth the hassle of refusal majority of the time.
