People ask to touch my hair all the time and ask me about it. It really depends on what mood I am in, who they are, and the setting. People are way too presumptuous too.
Sometimes it is just creepy.

i had to knock out a ginger one time mate. i was at the disco getting my drink on and this freckled freak stands up my rear end basically to order a drink from the bar.

I don't think this is a black thing, but a personal space issue...maybe even that people lack manners or don't know better.
I do understand what you're saying though...but I thought black women who didn't allow their hair to be touched at all did so because they had a weave they were trying to concealor maybe her hair is freshly done in an intricate style
Otherwise, why wouldn't you allow your hair to be touched? There is so much intimacy involved (for me), which is another why strangers aren't welcome for the most part.
