In general, I see people eye phucking my hair, which I don't mind. A few (white) co-workers have asked and I allowed one to because it was genuine curiosity and I was in the mood. And of course, I've had it pulled by a S/O.

I don't think this is a black thing, but a personal space issue...maybe even that people lack manners or don't know better.
I do understand what you're saying though...but I thought black women who didn't allow their hair to be touched at all did so because they had a weave they were trying to conceal or maybe her hair is freshly done in an intricate style
Otherwise, why wouldn't you allow your hair to be touched? There is so much intimacy involved (for me), which is another why strangers aren't welcome for the most part.

I pick my hair out and love big hair. I wear a huge fro.

There's a history behind that, white people love to treat us like a sideshow. When they ask or just go ahead and touch our hair they act like we're some kind of freaks out of a circus or some shyt. Plus, touching my hair causes frizz. I barely touch my own hair. It's also just a matter of personal space like you said. I don't even like for people to look at me or breathe next to me so.
