I just wish he'd quit pretending that they're gonna have a console that can do 4K well. Clearly, you can buy Scorpio, and if and when you decide you want to buy a 4K television to take advantage of the increased performance, obviously the console will be ready for you.

Someone lied about this on Gamespot and that same person got corrected. Anyways Phil is basically saying that that if you WANT to see the TRUE resolution of 4k gaming from the Scorpio then get a 4k TV. Similar to how if you want to see the true resolution of a native 1080p game then get a 1080p TV. You'll still get games that will still look beast while playing on 1080p TV. I mean would a native 1080p game still not look great on a 720p TV? We just wont see its true potential thats all. Devs will still be able to use the FULL power of the Scorpio hardware and make the best looking games. So I don't get what this thread proves?
Again he's not saying that you NEED a 4K TV for the Scorpio in order for it to do anything, but you should get one if you want the full gaming experience of the console.
