It was a dump then, probably worse now

Yes....but you have to go uptown (west & east oak lane, Mt Airy, Germantown, Chestnut Hill) to see the NICE parts....north Philly, Kensington, SW/West Philly are dumps.

my mom was born in and grew up in Newfoundland Canada.
took a book bag with clothes and less than $100 with her after she got her bachelors degree and bummed around Europe.

Philly is a historic city. Most historic cities(northern cities in particular) have a little dust to them. That’s part of the charm.
