I had to read the damn bill, and a couple articles to understand what was going on.
So basically these businesses are obtaining liquor licenses because they provide a minimal amount of products that allow them to classify themselves as reataurants.
When they get this they serve little food, but sell things that the city councilmen deem to be destructive to the neighborhoods that they are in (liquor, including shots

, pipes, cough syrup, etc) things that can be used for illegal activity, and they allow dealers to loiter around the premises.
The city feels the owners operate this way ONLY because they can hide behind the BP glass.
If they didnt have the BP glass they wouldnt sell the stuff that brings around the illegal activity.
