Are you asking if I think the government IS concerned with poverty

are you asking if I think they SHOULD be concerned with poverty

Or are you asking if I think they are actualy addressing poverty currently

i agree with your confusion.

the question should have been: "Do you think the elimination of poverty should be a goal of the government?"

the way the original question was worded leads me to wonder if this is their current goal and whether or not i should support it.

yep....the question was asked incorrectly and is open to misinterpretation and therefore the answers can be exploited.
