Whether it’s singular or plural, it doesn’t matter. If it’s singular, you just use “there is” instead of “there are”. For example, to say “it’s a cup on the table”, is wrong.

These two statements about the water both have their places. Would you want to use one over the other most of the time? Maybe, but there is cause of using one over the other.

There are exceptions to existence clauses. Context is king.
