We're talking about places where teens openly drink. Where its not as socially repressive in many aspects.

Drugs are as much of a cultural and environmental phenomenon as anything else.

heroin is far less damaging than cocaine & meth. they'll spend about a hundred a day at most & it just puts you to sleep. but a crackhead can spend 10x that easily & run around crazy trying to maintain their habit.

like this is totally logical for heroin users & has been shown to work:

or just keep using methadone clinics which are subsidized from taxpapers' money & methadone actually gets you way higher than heroin
