Is your damn router setting on Nat 3 or Nat 2? If it's 2, go change your dns settings to primary 4.2.2.2 and secondary 4.2.2.1 . disable your UPNP too, so we can try again. :lookherebruh:

Go into your internet connection settings on your ps3 man. custom configuration - wired - automatic for ip - then for dns do manual instead of automatic and configure that shyt the way I told ya.
