As a woman, your best bet is to do it as she is leaving the gym. To be honest, alot of women aren't so focused on their workout that they can't talk because some of us tend to do other things (talk/play with our phone, walk around aimlessly for the whole time, or wait around for classes to start) but I think women tend to feel a little self conscious at the gym.
However, I saw this chick with literally half her ass out at the gym...no one really paid her any attention while she was working out but when she left it was like 10 dudes waiting outside for her looking like

Actually pretty easy, but most of the time, the women have to initiate it by entering your work space / coming closer to you.
