Yeah even teams that aren't contending can't afford to take a risk on a raw project player. The cap will be used primarily on your star player and starters. You need your draft picks to contribute right now. They don't need to be a 4 year player, but they got to be productive.

I’m talking about rock bottom teams like the Wizards. They can take flyers on high-risk, high-reward draft picks.
