I look at that like I look at a lot of CEOs. There are a bunch of people who could take that same job for a lot less money and the league wouldn't miss a beat. He must be doing some crazy shyt behind the scenes for the owner's to be so willing to pay him so much.
The owners thought the concussion lawsuit was gonna cost significantly more than it did and have dangerous long-term ramifications to the health of the league. Goodell got it settled for $1B and swept under the rug to the point where it's barely an afterthought 8 years later.

That victory got him the job for life, the massive TV deals he's negotiated are the cherry on top.
