Even with a Neptunes beat and co-sign he couldn't even take off. I think Roscoe might be the only rapper/artist ever to have a Pharrell co-sign and still fail. How that was possible (especially around 2001-2004 when the Neptunes were the hottest thing out) still baffles me, but not really. Roscoe was just a shytty rapper.
