I can't find a significant change within this.
These reforms have been in motion for decades, Obama came in and ramped them up but even then most cases actually Rose in violence or stayed the same.
It cost hundreds of millions on the taxpayers to fund the police even more only for them to get beat up more.
What the hell? When it came to department investigations half just found "nothing" or settled out of court with no federal involvement if they did find something.
And the remaining cases is when they "monitor" them and make sure they comply with reforms, which again fixed nothing but give them more money. They even say in here that they don't care about punishing officers, they'd rather "reform" the department.
But then they immediately follow that up with an example of a department significantly increasing in violence, but the complaints to the NAACP dropped. But just like they say in the article that indicates nothing as people criticized the fact that this leaves bad officers in uniform and people lose any reason to report these instances.
These people are getting paid to abuse citizens, and they are against punishing them...

Obama fanboys want us to believe he was adept at reaching across the aisle. This nikka was working with ~59 Democrat Senators and Dem control of the House, yet we are making excuses as to why he couldn’t get a lone moderate Republican to support legislation.
The main idea is Obama, the elite political maneuverer as claimed by his fanboys, essentially had control of Congress his first two years. Could have been much more strategic during that stretch.
Look at how aggressive Trump has been his first two years.
