To steam, it did, they said as much in their response to banning then game. Other than the studio, steam are the only ones that played that specific build with the child riding the shoulders of a naked woman. For all we know, they couldve had the child doing inappropriate shyt while riding the shoulders in the name of "art" and "social commentary". All we know from Steam's end is they had a problem with a child being portrayed in a sexually grey manner.
It is being blown out of proportion by the studio and people fighting to have it unbanned. The studio couldve killed all this by releasing the video of the build submitted to steam and let people judge for themselves. I guarantee you they have access to that specific build(damn near all game studios have version control and backups). They wont do it because a majority of people would side with steam for banning it in the first place. This is just a PR stunt from the devs to drum up interest to get sales, which worked because it's one of the top selling games on GOG.
