The rules are already set. Platinum = 1 million copies sold. Platinum status is used as a way to determine an artists popularity/relevance.

Having Samsung buy 1 million copies is a cheap way to garner that achievement so it looks good on paper when we look back and say "Rihanna had a platinum album last year"
