Nah HHH doesnt get a pass at all. He is ass as a booker and always has been (Dusty and Regal were responsible for prime NXT) but im also not going to sit and act like the whole premise of Cena's heel turn didnt completely surround around Rock because it did. To your point, HHH was never going to salvage that on his own and Rock knew that.

Ultimately Rock took a big hit in Hollywood, fell back to WWE while still trying to regroup in Hollywood. Now Black Adam is in the past, Smashing Machine flopped sure, but Moana 2 is one of the only hit movies this year. And now he has other projects lined up

Let's say worst case scenario Rock was being difficult which I don't believe, I feel like it's more reasonable that two creative sides just couldn't work out a proper story.

That still wouldn't take Hunter off the hook because it was a month before Cena really started to do anything. He appeared overseas. You mean to tell me Hunter and creative couldn't come up with something better than what we got?
