Kayfabe #1? The only person who really should be considered over him during what i suspect is their window of analysis, would be HHH but even then reigns beat him clean at wrestlemania...He was elevated over Rollins due to injury and he beat AJ and Ambrose.

Today it would be Ambrose #1 and KO, Balor, AJ, Rollins, just after in that order.

PWI never has ranked the Japanese wrestlers very high simply because theyre an american publication. If they did Okada would definitely be over roman reigns.

KO #2? Nah..kayfabe wise? He didnt do enough in one year...neither did Balor. Owens came up short in alot of matches.

PWI is largely a kayfabe mag anyhow...

I always enjoyed the PWI 500s tho', I actually had the first one in '91, but it's pretty much a list of who got the biggest pushes and who was the most over... I think that '97 issue was where they tried to get more 'real' and rate based on workrate nshyt, but it didn't last long.
