Only way to do it collectively would be some kindve electoral college style vote system....state by state,or separated by region.....certain states or regions opinions count for less than others.....places like New York where nikkas known for living in they own bubble,vote would count for less.....places like Idaho and North Dakato vote would count for even less for obvious reasons
