NFL is about wins and losses. Russ is 11-17 as for Denver. His play, while not a total embarrassment like last season, doesn’t justify the large guaranteed deal he signed. When QBs don’t play up to par, they get benched.
Russ still gets his guaranteed money to help soothe his bruised ego.

You're essentially not trying to win games at that point and instead bringing in the backup just so the starter doesn't injured and fully guarantee the next year of the deal.

And it's not like Russ was leading them other than elimination. They lost to the Patriots last week and have a good chance of losing out even if he started both games.
And it's not a loophole, they still have to pay him his guarantee to not play for them for the remainder of the contract.
