In August 2021, Russia was "quite seriously preparing for a localized military conflict with Japan," an FSB agent wrote in an email shared with Newsweek.

The FSB agent suggested that Russia instead chose to invade Ukraine months later.

"Confidence that the countries would enter the stage of acute confrontation and even war was high. Why Ukraine was chosen for war in the end [the scenario was not changed much] is for others to answer," they wrote.

The whistleblower detailed movements of electronic warfare helicopters targeting Japan, while Russia's propaganda machine was also initiated, with a huge push to label Japanese as "Nazis" and "fascists."

This would have led to a bigger backlash than the Ukraine. At least with the Ukraine, they can dress up pure taking of territory in ideological terms where they are pushing back against NATO expansion and many people would find that complaint legit. Despite them having past bad blood with Japan, they don't have the same cover in escalating conflict to that level with Japan.
