There's an article on it dating back to 2010 in HuffPo. And I don't know why you think his hair texture would give it away. He's mixed with black not primarily black. His hair is what it is.

Not all mixed people look like Vin Diesel and that's the darkest picture of Vin Diesel I've ever seen. Boehner is indeed mixed and there are mixed people with Boeher's hair. That isn't even a question it's a fact. There is an article and an accompanying biography video, none of which imply or suggest satire. Boeher's actual mother and sister are shown in the video too.
